New Jersey State orthophoto project

The New Jersey Office of Information Technology, Office of GIS (OGIS) conducted an Orthophoto Mapping Program to produce high-resolution color infrared orthoimagery for the entire state, with the goal of providing a reliable imaging base map to various state and local government GIS applications in such areas as property assessment, transportation design, permit review, land use planning, and emergency management

Challenge

The State needed to start their orthophoto program on the right foot, and ensure the best use of public funds in their investment in orthoimagery. OGIS also needed an unbiased and knowledgeable technical expert to advise on daily project activities and to ensure the quality of the deliverables.

Solution

Early in the process, the Office of GIS contracted with Lucerne International for professional photogrammetric consulting services. Lucerne prepared cost comparisons for alternative scenarios, estimating required budgeting and production timeframes, developing detailed RFP specifications, and facilitating advisory discussions and meetings.

Lucerne served as OGIS' external QA/QC project manager and was directly involved in the review and acceptance testing of all digital and hard copy deliverables associated with this project.

Results

The resulting orthophotos are being used by all constituents of the State and are accessible on-line through the New Jersey Imagery Warehouse.
