Javier Acosta
Javier Acosta, is a Civil Engineer who has focused his carreer in Gesopatial Information Systems and IT infrastructure deployment. Javier was a pioneer in his native Puerto Rico in the area of GIS and supports Lucerne in a consulting capacity in the areas of project management and geospatial data production.
Summary of Qualifications
Javier has broad expertise in geospatial applications for local goverments and land information management. His clients include municipalities such as Bayamón, Moca, Mayagüez, Comerío, Dorado, Ponce and Naguabo as well as statewide entities like the Puerto Rico Telephone Company and the Municipal Tax Collection Center (CRIM as per its Spanish accronym). Typical engagements include:
- Implementation, training, and technical support for GIS at some of the largest Planning offices of the island.
- Development of Municipal Base and Zoning Maps.
- Local and Wide Area Network deployments.
- Technical training in GIS and related technologies.
- Project management, production supervision and quality assurance for photogrametry and cadastral map production.
- Municipal permit system deployment and integration with municipal GIS.
- Pilot system implementations for land information management systems and geospatial infrastructure management systems (AM/FM).
- Use of GIS tehnologies and techniques to support Engineering and Surveying workflows.
Javier has also worked with geospatial technology and service leaders including Intergraph, Bentley, KIVA and Thriathlon Mapping. Some relevant projects include:
- KIVA permit management systems deployment and integraton with Municipal GIS
- Coordination and supervision of onsite work for Space Imaging, Triathlon Mapping, data collecting systems with LIDAR technology and KODAK Citipix systems for collecting aereal imagery.
- Representation, training and support for Bentley Systems solutions in the areas of MicroStation, plotting, AEC & GIS.
- Certified instructor for different Bentley products, including MicroStation.
