Summary of Qualifications

Dr. Keating is currently serving as the project manager (with Michael Baker Engineers) for the West Virginia state-wide addressing and mapping program.  He has served in similar capacities as either the QA manager or project lead for the statewide programs in New York, Texas and Virginia (with Vargis), New Jersey (with Plangraphics), and Puerto Rico, including parcel conversion (with Intergraph)

Terry also is providing outside technical and managerial consultation to various companies.

He has served as an advisor to many domestic and international federal and state agencies and private mapping corporations. Recent appointments to Federal mapping-related committees include the National Research Council's Mapping Sciences Committee, NOAA's Land Remote Sensing Policy Committee and an USGS NDOP study.

Dr. Keating previously served as a professor in the College of Engineering and Science at the University of Maine, teaching and researching within the areas of surveying, photogrammetry, remote sensing and geographic information management systems design (1975-79).  More recently this initial four-year undergraduate Surveying Engineering program and later MS and PhD programs became recognized by the National Science Foundation as a National Center of excellence for Geographical Information Analysis (NCGIA).  Research included remote sensing of water quality parameters, development of orthorectification procedures and software using scanning microdensitometers, and evaluation of land records systems.

In 1981, Terry founded Kork Systems, which was later acquired by Boeing in 1995.  Kork created universal stereo-photogrammetric digital mapping workstations which are used to construct vector base maps from stereo aerial photography.  The company also developed digital orthophoto and data conversion software and provided technical support and consulting services.

In 1995 and again from 2002-5, Terry worked for Intergraph Corporation (INGR) where he recently served as Executive Planning Director for their $450M Security, Government & Infrastructure Division. In 2002-4, he served as the Chairman of Z/I Imaging, a $30M photogrammetric hardware and software company, acquired in 2002 and merged with Intergraph.  Focus within Intergraph was on GIS and Earth Imaging solutions used for the production, visualization and geospatial information management of maps (images, elevations or vectors) produced using space imagery, aerial photography, and other remote sensors.  He was directly involved with the development of Z/I Imaging large format CCD-based digital aerial mapping camera (DMC).
